I had a similar system. It would just not "Post". Everything started up, HD, 
CD, Floppy, but would not post... 

Final answer: Power supply. Yes, it was producing enough voltage, but not 
enough current. Voltmeter showed it was good, even one of those testers with 
all the green LEDs said it was fine... But it was not. 

For grins, use another "known good" power supply to test to see if your 
problem is identical to the one I faced. The system would boot, sometimes, 
and it got worse and worse... until I had to replace the power supply then 
it worked perfectly.
