Well, yes and no. I don't know about the newest set of Linux distros, but
at least recently PHP was not installed by default. I think there are
special steps that must be taken to set PHP up correctly, as well.
So if you want to write something which requires PHP installed, you'd need
to have very hefty documentation describing where to get PHP, how to
install it and how to configure it. Again, one of the possible futures for
this is use by other nonprofit organizations. Those organizations might not
have Linux experts available.
