have you modified your /etc/fstab to mount with user or group quotas?
/dev/sda2 / ext2 defaults 1
1
/dev/sda1 /boot ext2 defaults 1
2
/dev/sdb1 /usr ext2 defaults 1
2
/dev/sdb2 /var ext2 defaults 1
2
/dev/sdd1 /home ext2 usrquota 1
2
you want usrquota and or grpquota
